This has been listed as a bug for quite a while, but i don't believe it is a legitimate bug; I have thought i encountered this bug a few times, but just like others i've seen on the forums, i had simply missed one. It seems this is usually the one just west of the camp where you recruit velanna.

The templars want samples of ancient sylvanwood from the wending wood, and the chanter has offered a reward for the samples. It Seems This Is Usually The One Just West Of The Camp Where You Recruit Velanna.
